In 2007,  MoU was signed to “establish a concrete framework for cooperation […] to increase transparency and efficiency in the process of sending Nepali workers to the Republic of Korea, by setting out the provisions for the Parties to follow concerning the sending of workers under the Employment Permit System (EPS) for Foreign Workers in the Republic of Korea”. The MoU defines the departments involved in the recruitment process, how to handle sending fees, language and preliminary education requirements for migrant workers, the recruitment and sending process, and provisions regarding the employment contract.
