Below information provides an overview of the existing bilateral labour agreements the Government of Nepal has signed with several main countries of destination. Five such agreements currently exist with Bahrain, Japan, the Republic of Korea, Qatar and the United Arab Emirates. It is possible that additional agreements with other important destination countries for Nepali migrants such as Jordan, Oman, Lebanon and Malaysia will be signed in the future.

Nepal - Bahrain in 2008The Memorandum of Understanding (MoU) specifies the cooperation and exchange of information between Nepal and Bahrain in the areas of labour and occupational training to benefit fully from the human resources in the two countries. The MoU defines the responsibilities of Nepali recruitment agencies as intermediaries between Bahraini employers and Nepali employees and what a valid employment contract needs to include.

Nepal - Japan in 2009; The Directive specifies the process and required preconditions (minimum qualifications, salary, accommodation, insurance, etc.) for sending Nepali technical interns to Japan with the help of a registered foreign employment agency. In addition, it defines the responsibilities of all parties involved.

Nepal - Republic of Korea in 2007; The MoU “establishes a concrete framework for cooperation […] to increase transparency and efficiency in the process of sending Nepali workers to the Republic of Korea, by setting out the provisions for the Parties to follow concerning the sending of workers under the Employment Permit System (EPS) for Foreign Workers in the Republic of Korea”. The MoU defines the departments involved in the recruitment process, how to handle sending fees, language and preliminary education requirements for migrant workers, the recruitment and sending process, and provisions regarding the employment contract.

Nepal - Qatar in 2005; The Agreement Concerning Nepalese Manpower Employment in the State of Qatar specifies the recruitment and sending process and which institutions are involved in this. In addition, it defines the responsibilities of employers and employees as well as the content of the recruitment offer and employment contracts.

Nepal - United Arab Emirates in 2007; The MoU in the Field of Manpower between Nepal and the United Arab Emirates regulates the recruitment and sending of Nepali workers to the UAE and specifies the responsibilities of employers and employees. In addition, it defines the content of application forms and employment contracts. 

Nepal - Israel in 2015: The Department of Foreign Employment under the Ministry of Labour and Employment has also signed the “Joint Pilot Program for Recruitment of Caregivers from Nepal to Treat Disabled Elderly Employers in Israel”. This joint pilot program plans for the placement of a limited number of Nepali workers as caregivers for elderly disabled persons in Israel.
